There are a number of teachers required throughout the 6th Sub-District, and several Schools could be obtained that would probably support such as would be qualified to teach primary schools.

The freedmen have - generally - been working for a share of the crop the past year which to my mind is much more to their interest, than working by the month. - taking into consideration the inability of most of the land proprietors to pay money wages.

Intemperance among the freedmen is rare, many however take a drink occasionally.  Efforts have been made to establish Temperance Societies among the freedmen but with little success.  they seem to be averse to binding themselves but enjoy freedom.

The Asst Sub Asst Commissioners I find capable to perform their duties and the records of thier offices much improved since my last report excepting those of the 2nd Division. - Bvt Col John. O' Dwyer, of whose short comings you have been advised, and whose removal I asked for months since
