and subterfuge is made use of through which to prejudice even Government officers against the Freedmen, as well as to gratify their own constitutional hatred of the race. Every influence is brought to bear through courtesy hospitality &c to accomplish this purpose and that officer who makes his reports upon ex-parte statements, or who bares his opinions upon even the affidavits of the white men in a question involving the intents of the Freedmen will do himself, the race - and his Government injustice.

To be sure thus one to be found among the Freedmen in proportion to their population, a much larger number of arms of various kinds than among the whites but notwithstanding this fact in connection with the evils growing out of political contests their disappointments in not realizing the hopes excited within them through the instrumentality of deceiving and unprincipled demagogues - their poverty
