I have the honor to state that the office rented by the Bureau of R. G. Swift at Bowling Green, Caroline County - lately in use by the A.S. Asst. Com'r 2" Division, 6" Sub Dist. - will no longer be required unless you purpose to station an officer at that place.
I will here remark that in view of the inefficiency of late Brevet Colonel John O'Dwyer, an officer is needed for the 2nd Division for a few months at least. The 1st and 2nd Divisions being too large for one officer to attend to all the duties.
The two Divisions cover a large extent of Country.
