Respectfully returned to Bvt Brig Genl O.Brown Asst Comr. In forwording a corrected report I can only in place of Cir No 18.- recite the order assigning officers of the Army to duty.

Circular 18. does not assign officers to duty yet it retains as Civilian Agents late officers of the Army (who were on duty in the Bureau) at thier respective posts.- the only assignment as Civilian Agents from the Asst. Commissioner.
