Agriculture is in a transition state - plantations must be divided - farms made, and until this is done all that can be hoped for in the South is to raise enough to feed itself.

The feeling of distrust between the two races as represented in my last quarterly report has not abated, but rather increased on the part of the whites, and if the colored people were a tithe as vindictive towards the whites as the whites are towards them, there would be a war of races. The freedmen are courteous and exhibit much good sense and shrewdness in the exercise of their freed rights.

Intimidation and threats are used toward the blacks with the view of deterring them from the exercise of their right of suffrage at the coming election.

But few cases of a criminal nature - to which freedman have been made parties thereto - have been tried by the Civil Authorities in the 6th Sub Dist during the present quarter - and with the exception of one of the two cases, that came before the
