I have the honor to report that Mr JM. Black who was appointed clerk at this office by order from your Head Quarters dated April 4/68 is entirely incompetent to perform necessary clerical duty and I respectfully ask he be assigned to some other position. 

The condition of freed people in this Sub District requires my personal attention as I find too many are under improper influences. 

It is therefore important for the prompt and correct transaction of business pertaining to the office during my necessary absence in other part of this Sub Dist, that a reliable and competent clerk be assigned to me and I respectfully request that Mr. W.B. Nicholas long clerk at Bureau Hd. Qrs Norfolk, be employed in same capacity here. His application is on file at your Head Quarters, dated Feb 10/68 and in addition to recommendation of Major Remington I have had a long acquaintance with Mr N.
