187. Bureau of Refugees, Freedmen and A. Lands, Headquarters 6th Sub. District Virginia Fredericksburg, VA April 14, 1868. Privet [[Sup Guil]] O Brown Asst Commissioner, Dist of VA Richmond, VA General, Paragraph 14 Circular No. 10 [[Gens]] of 1866 Gen R.F. and A.L State of VA in definition of Superintendents of the Bureau states that they "will confine themselves to such friendly suggestions made to a colored party concerned or the Counsel for the same as may be necessary they will not act as Attorneys in such cases or argue with the Court or Magistrates." I most respectfully recommend that this paragraph be so altered or amended as to allow Sub Asst Commissioners and Asst Sub Asst Coms to appear as Attorneys for Freedmen - who are unable to employ Counsel - in cases coming before the Magistrate or other Courts with the view of getting the facts properly brought out.
