General: 
In compliance with Letter of Instructions No 3 and Cir: No 5, series 1866 and 1867 from Head Quarters Asst Comr Bureau R.F. & A.L. State of Virginia, I have the honor to submit the following report of such inspection of Counties comprised in 11th Sub District of Va, as the limited time which has elapsed since I was assigned to this District has permitted —. 

1st Division, 11th Sub-District, Va., 
(Comprising the Counties of Prince Edward and Charlotte.) 

Prince Edward County. 

The condition of Freedmen in this county at large is unsatisfactory — The blame for this condition of affairs is fairly to be divided between the white and colored citizens — The former lack means to employ and pay living wages to the number of laborers seeking work — make hard contracts in many instances, and lack all sympathy except the selfish bond of interest for the freedmen. The ration usually furnished is (3) three or (3 1/2) three and one half lbs Bacon and (1 1/4) one and one fourth peck meal per week is fairly sufficient to support the laborer himself, leaving his family dependent on their own poor resources.
