The only School in Prince Edward Co. is at Farmville. Day attendance (134) one hundred and thirty-four scholars and the school well managed, but the Night School, of which the young men and women should avail themselves, is discontinued for want of support.

Charlotte County.

This county presents the same aspect as Prince Edward - white and colored alike poor, the former complaining or apathetic, the latter careless and discouraged. The school at Charlotte C.H., taught by Mr. J.P. Brown, numbers (35) thirty-five scholars and is well taught - the school of Thomas Mack is not doing well and unless a change is made before his next rent is paid I shall withold the amount appropriated for rent and await instructions. There are no sabbath schools in this county, so far as I can learn. No Register of Marriage &c, made in Charlotte Co. Few complaints are made by Freedmen in this County, and from that fact alone I infer that equal justice is not witheld by the Civil Authorities. The County provides an Alms House for indigent freedpeople, but as is invariably the case, nothing short of due extremity will induce any to become inmates. In this as in adjacent counties the supply of labor is decreasing, but is still in excess of ability to employ and subsist.

There has been no Officer in this County, but Mr Thomas Leahey being assigned to the 1st Division, which embraces Prince Edward and Charlotte, he will devote a good portion of his time to this outlying county. He will be an efficient Officer, but needs books &c. for proper transaction of his business — a requisition for which I will make.
