of arms becoming general, it was found necessary to enforce General Order No 35 current Series, Head Quarters 10th Military District, to which prompt acquiescence was given by all. There are some good and loyal men in this county, for they will not follow the leader whom the Freedmen have chosen for their representative man.

Roads
All roads are in wretched condition. Freedmen have performed scarce any road duty, and in fact so bad have the roads become that it will be long ere they can be repaired by unpaid labor.

Crops
Crops of wheat have suffered from hail storms, but a larger breadth than for some years has been seeded and the promise of yield is fair. Corn- except on low grounds which have been undulated- looks well and is generally planted in increased quantity. Tobacco will recover from damage by hail- Altogether- if the Fall is propitious- a fair return may be expected by farmers.

Tax
Capactity of Officer and Condition of records

The Bureau officer of the 2nd Division is Mr. Charles E. Zincke- an active and energetic officer- who has gained the confidence of white and colored people. Having no books the office records have up to a recent date been irregular, but having now received them, I am satisfied he will- in future- conform to the Bureau Manual regulations in the transaction and record of his business.
