Colonel:
I enclose herewith a report to Gen. Brown of the remarks of one of the civil officers of this County which in my opinion, are not such as any man ought to advocate.

Every Union meeting seems to absolutely infuriate the whites- I also enclose to Gen a letter that was handed to me today from a very worthy man named Wolt who is evidently alarmed and does not hesitate to publish the fact. I believe his information is obtained from his connections through the members of his family as other matters have reached me by this means.- My name title "Niggers God Askin" is something new. I have always been consistent Colonel but have strictly guarded against partialty to the blacks but have insisted upon Justice.- The most reasonable officer cannot satisfy these people
