I have the honor to transmit enclosed herewith, report of W. H. H. Stowell A.S.A.C. on complaint of David Canada, forwarded to your Hd. Qrs by me July 28/1868, and returned to this office by endorsement July 31/68, and by me returned to Mr Stowell by endorsement Aug 4/68.

These original papers, appear not to have reached Mr Stowell and hence the delay in returning report enclosed, as called for by your endorsement of July 31 1868
