I have the honor to invite your attention to following report and suggestions as to this (11th) Sub District

As now apportioned the following statement sets forth numbers of colored persons in each of the four Divisions according to census of 1860

1st Div'n Prince Edward 7.341  Charlotte 9.236  Total 16.577

2nd Div'n Buckingham 8.811  Cumberland 6.705  Total 15.516

3rd Div'n Mecklenburg 12,419

4th Div'n Halifax 14,897

Farmville is the natural centre of business & travel for Cumberland and Prince Edward counties, Maysville and Marysville, present Bureau Hd Qrs, for these counties, being 25 and 28 miles distant respectively. Buckingham needs a resident officer, or does Charlotte, but the enquires and business of the 14,146 colored persons
