I have the honor to report that the Freedmen of Lancaster Co. fully understand that the 1st & 3rd Monday of each month are days upon which I am there to transact business- I designate the above days to Col Johnson S.A.C. and upon his approval I complied with the instructions of Circular No 1  C.S. from Hd Qrs A. C. Dist of Va, at once, excepting the last clause - The additional report which that called for I forgot to forward
