States that in April or May 1865 the U.S Troops in this County gave Sandy Carter Freedmen two broken down horses One horse and one Mare, Sandy Carter made a contract with Manuel Gurst for the Year 1865, for part of the crop, and it was agreed that the horses should be worked in the crop so far as they were able. Sandy receiving no compensation except the feeding and recruiting of the same. In July he went to Petersburg and staid there three months leaving his horses with Mr Gurst. When Sandy came back Mr Gurst refused to give them up, and still retains them. Asks the case be reported to proper authorities.

Respectfully refered to Bvt Brig Gen O Brown Asst Comm'r Dist of Va. with request for instructions as to this class of cases. Recourse to civil courts will not secure redress to freedmen but as I now understand orders from Maj Gen Comdg this District the Military Commissioner cannot take cognizance in first instance.
