I have the honor to call attention to the following case and ask that it be referred to the authorities having the subject under consideration.
In April or May 1865 the US Troops in this county, gave Sandy Carter(Freedman)two broken down horses-one horse & one mare. Sandy Carter made a contract with Manuel Gurst for the year 1865 for a part of the crop, and it was agreed that the horses should be worked in the crop, so far as they were able to work, Sandy receiving no compensation except the feeding and recruiting of the same.
In July Sandy went to Petersburg being told by the soldiers he must go with them, and they promising him large wages, and staid there 3 months having his horses with Mr Gurst
