General.
In compliance with Instructions No 3 and Circular No 5 Series 1866 and 1867 from Head Quarters Assistant Commissioner Bureau R F and A L State of Virginia, I have the honor to submit the following report of Inspections of the Counties comprised in the 11th Sub District of Virginia, for the 3d Quarter commencing on the 1st day of July 1868 and ending on the 30th day of September 1868.

(Comprising the Counties of Prince Edward and Charlotte.)

Prince Edward.

General Conditions
The three months covered by this report have been a season of unremitting farm labor and as a general rule freedmen have been industrious in cultivation and securing their crops.  Heavy Spring rains rendered Corn planting late, and the succeeding drought made it difficult to work the land properly, consequently on poor uplands or heavy low grounds, the returns of Corn are not so heavy as could be wished, with present reduced stock of this most necessary article.  Much land prepared for Tobacco, could not be planted for the same cause, but exemption from hail storms and early frost, has enabled farmers to make a much better crop than last year, spite draw backs.

The majority of freedmen are working for share of crops, and settlement of accounts against them for advances of money, provisions and clothing, must be had
