an attempt was generally made, to force hands to appear to break contracts to labor for shares, by refusing any longer to furnish rations, while claiming the hands perform regular labor. The action of Bureau Officer put a stop to this, by insisting that if farmers did not furnish food, the hands could work elsewhere to earn provisions, without violating the contracts,

Civil Justice
The administration of Justice in this county, has more nearly approached fairness, than in Prince Edward; but neither courts nor juries allow any mitigation of punishment to freedmen on account of ignorance,

Register of Marriages
No Register of marriage under Cir 11" S. 1868 Head Quarters Asst Commr of Va, has been made in Charlotte Co. nor could it now be made, without great difficulty and expense. Freedmen have been generally informed of provisions of Act Assembly February 27th 1868. but conjugal fidelity is little understood, and the civil authorities neglect to take any action towards enforcing the clause punishing "lewdness and adultery" But one surname is generally used by Freedmen.

The Poor
The civil authorities provide shelter and meager support, for the indigent and helpness [[helpless]], but the Alms House is ill regulated and supplied.

Labor
Laborers are superabundant for capital to feed and pay, though on the line of Richmond and Danville Rail Road, there is much extra employment, in getting Wood, lumber, bark &c.
Wages range ($8) Eight to ($10) Ten dollars per month for farm hands,

Nothing has been done in Charlotte Co. of extent, even to furnish "learnen" to the mass of ignorance.
