Capacity of Officer Condition of Office
Charles E. Zincke Asst Sub Asst Commr in charge of Buckingham County is a prompt efficient officer, who has gained the confidence of the freedmen, while compelling the respect of white citizens.
Proper books &c having been furnished his office records are clearly kept, and in every particular his administration is a success.

Mecklenburg County

General Condition
There is a gratifying appearance of improvements in the general condition of Freedmen in Mecklenburg County. The genial rains which succeeded the drought in July, have rendered Crops a full average for breadth planted, and if fair settlement can be effected under contracts for share of crops, the laborers will receive a good reward. If however, settlements under these contracts are made under a strict interpretation of clauses imposing fines &c. there will be many unfair deductions. There is a great if smothered, bitterness against freedmen by citizens, but the judicious check to public demonstrations, b the Asst Sub Asst Comr in charge, has preserved the peace, and freedmen from what I have seen and heard, expecting nor demanding more than their legal rights, a settlement of their rights under the constitution, will remove any cause of discord between white and colored, spite the efforts of the legal magnates of the County, who have said and done every thing to excite the whites and imitate the Freedmen. John Watson the delegate to late conventions, is a sensible man and has cheerfully concurred with Mr Graham in laying aside public gatherings as an injury to the best interest of freedmen material and political. It is very gratifying that results have so fully confirmed my report on charges perfered by some lawyers against Mr. Graham, that report not only exculpating him from blame, but stating his administration was prudent and successful. I conversed with a number of gentlemen, some very bitter, and all admit that the general condition of the county, as to crops, labor and order, is better than any year since surrender,
