Crops
Wheat was a fair crop in Halifax, though yeild disappointed expectations. Farmers express themselves satisfied with the Corn crop, but to me, most of the fields looked as if little would be realized over actual amount expended in working the land. Tobacco though planted late, has realized a good crop, but except this farmers will have little or nothing to sell,

Capacity of Officer, Condition of Office
Mr. W.H.H. Stowell Asst Sub Asst Comr. in charge is an intelligent and careful Officer,- His position has been one of much difficulty, succeeding inefficient or worse Bureau Agents but he has brought up the neglected business of the Division, and his Office records are well and carefully kept.
