Respectfully forwarded to Chaplain R.M. Manly, Supt. of Education Dist of Va. Mr Howell was educated at the North, is an ordained minister, and well qualified to teach. The Freedman at St. Taminay have built a school house, but are in debt for a part of cost, and have done so well that I am hopeful you can devise some mode of aid even if not as requested by Geo W. Graham A.S.A. Comr.
