Sir:
I have the honor to state that Rev Jas Howell (Cold) is teaching the "Howard" School Located at South Hill, near St Tammany Va., that he has about 50 pupils, and they are progressing rapidly, but their parent have built the School House at their own Expense, and are not able to pay money sufficent as tuition for their children, to make living wages for the Teacher. I would therefore respectfully ask that you will secure a commission for said Rev Jas Howell (as a Teacher) from some society, so as to enable him to secure an additional salary, as he is a deserving Teacher, but must have additional Support to enable him to keep up the School.
