Your communication of September 11th with census returns of the counties therein named were duly received. 
In reply to request to be allowed to here competent persons to aid in taking the census, the Asst. Commissioner directed me to inform you that such expenditure cannot be allowed.

I am directed by the Asst. Commissioner to acknowledge the receipt of your communication of 7th inst. enclosing applications with discharge for U.S. Bounty &c. due Gustavus Branch, William Swinton, and Jordan Christian- The two first named applications are returned for the following reasons. Viz:

Gustavus Branch - application for Prize money with 2 certificates. No evidence is shown in application that the Notary Public has filed a copy of his commission  in the 4th Auditor's Office. 
The letter of Gen'l Howard forwarded in letter from this office dated 18th August fully explained the mode of preparing the paper in this case.
William Swinton - colored cook to do Co. "I" 8th Maine Vols. applies for bounty and back pay. This man being enlisted as a cook in a white regiment is not entitled to any bounty, and only to $10 per month in

money or clothes, if the man did not receive $10. per month in and pay and clothes, the balance due him can be collected- it must however be shared in the application, the amount and months for which he claims pay.
