Armstrong General S.C.
Supt.

General,
I herewith return the application of William Minkins, father of John Minkins, deceased, formerly a private in Company "K" 1st U.S.C.C. for Bounty &c. with power of Atty. If the father has been a slave an affidavit in accordance with copy of letter from War Department Bureau R.F. & A.L. dated June 22nd 1866, relating to this matter must be sent with application. The witnesses Jones and Yerby, swear that the father never abandoned the support of his son; that their knowledge of this fact is derived from a five (5) years acquaintance. How do they know the actions of the father towards the son previous to their acquaintance with the family? Witnesses swearing to this and similar statements should at least know the parties from the time of the marriage of the father and mother, or at least from the birth of the child.
