Major, In what manner were the rations drawn that were issued to employees at Fredericksburg in the month of Oct; and who holds the returns? The Post Com. Major, In reporting the value of rations issued in your Dist. in the month of October, the amounts of the 1st and 2nd classes have been put under the head of "value of rations issued to the 1st class" - whereas they should have been reported under the proper 51. headings. Since writing you on the 12th inst. in reference to the issue of rations to employees in your District in the month of October, I find that the rations were drawn for on the same return as the sick, notwithstanding the instructions contained in "Circular Letter" of 26th September, from these Head Quarters, of which the enclosed is a copy.
