The Superintendent at Wytheville, Va. has been requested to notify Columbus Ray, to report to you for examination.

In accordance with instructions received from the Major General Commissioner, you are hereby authorized to rent a building for Schools under the direction of Mr. A. Washbourne in the City of Richmond, the rent of which shall not exceed eight hundred dollars ($800) per year. This amount will be paid from the sales of "Confederate property".

A regiment of Colored Troops left New Orleans on the 17th inst. and will be mustered out of service at Hampton Va. on their arrival.

I think it would be a good opportunity for you, by going to Hampton, to look after deposits for your Bank.

The Supt. of Education, Mr. R.M. Manly, having favorably endorsed your recommendation in regard to repairs, and rent of rooms for schools at Staunton; the Chf. Financial Agent has been instructed to rent and repair the same.

The Asst. Commissioner directs that no persons will be excluded from the so called white schools on account of race or color.
