Commissioner of the Freedmens Bureau for the same Department, my duty requires me to decline compliance with the writ of your Honorable Court; and I do therefore respectfully decline to produce the body of the said James L. At the time George Pleasant enlisted the U.S. was only paying $300.00/100 Bounty for three years service as follows, one third on muster into service, one third on the expiration of eighteen months, and one third at end of three years.

A soldier is only entitled to such installments of this Bounty, as have become due at the time of leaving the service.

There may be back pay due — I enclose form of application, and instructions from Bureau Hd: Qrs: relative to claims. The application must be sworn to before a Notary Public, and his signature certified to by Clerk of Court.
