Colonel:
I have the honor to report that, while on a tour of inspection through the county, during the present week, I learned that there was a colored man at H. T. Swarts in the county of Fauquier, south of Middlebury, who had been grossly outraged; whereupon I immediately proceeded to the premises of the of said Swarts and found, in a basement room, Edward Davis a colored man, whom Mr S. hired at Alexandria Va last April, lying upon the floor - stone - and on interrogating him I learned that, on the morning of Dec 3rd 1867, he was knocked down, senseless, with a fire shovel, by one Gustavus Creel, a white man, in the employ of the said H. T. Swarts, making a large and fearful gash in the head. Davis lying
