Swarts told me that Creel had compromised the matter with Davis by paying him $10, or $12.
The civil authorities appear never to have noticed this case, and I am fully of the opinion that the perpetrator of the outrageous act will never be punished by the civil authorities, if brought to their notice, I would therefore respectfully suggest that Gustavus Creel be arrested and brought to punishment by the military authorities. 
Creel is sad to live near Hopewell, Fauquier County Va. I fully investigated this case and found the above to be the points of importance.
