I have the honor to
respectfully recommend that the county of Prince William be taken from the 4th Division, 10th Sub-Dist. of Va and added to Fairfax county, forming together with Fairfax county, the 3rd Division, 10th Sub. Dist. of Va. W.S. Chase A.S.A.C. in charge, with his Head Quarters at Manassas.
The change to take place March 1st 1868.
This change is recommended for the following reasons. The 4th Division as now constituted, containing Fauquier and Prince William Cos, is too large and the work too severe to be properly attended to by one officer. The division being (50) fifty miles from one end to the other, and the work in it being constant. The lower part of Fairfax county is comparatively free from causes of complaint, not much business calling the attention of the officer but that necessary to a proper care of the educational interests of the freedpeople, and the change recommended would nearly equalize the work
