I have the honor to submit the enclosed papers for your consideration. I have transmitted copies of the order to each of the Asst Sub. A. Commrs. of my sub District

General Willcox did not issue the order until my assurance that it would meet with your approbation or rather that it would be in accord with your expressed views to me in 1867. Some difficulty has been experienced in this city through the Freedmen going direct to the Military Commissioner with all their complaints which has had a tendency to prevent complete investigation and to meet the difficulty the General issued accompanying Order

The labor of the Bureau officers will necessarily be increased but not in excess of those while acting as Military  Commissioner themselves in 1867.
