With Divisions No 3 and 5 in charge of Wm L. Fernald and B.F. Shawm — A.S.A. Commrs Bureau matters seems as last reported. There are few complaints of destitution or of non payment of wages. The schools at Liberty Fincastle and Pattonsburg are very promising and there seems considerable interest in regard to establishing new schools in this Division The civil authorities have endeavored to care for all destitute through their county levies.

Wages have ruled rather low during the winter but will increase upon the opening of working season.

In Division No 1 J.F. Wilson in charge, there has been much complaint and destitution.
