assurance was made by them that they would prevent as far as practicable any further attack or outrages upon freedmen. No clue has as yet been found leading to the identification of the murderers of the colored man reported Dec 31st nor will there every be detection or discovery in my opinion for at no time has there been punishment of white men in my Sub District for murder of colored men.

There is every disposition shown by our Juries generally to strain the law under all circumstances against the colored man and in favor of the white man. Without money and with bitter political prejudices against him he ordinarily has little favor extended him. Where intelligent men sit on the Jury I find little cause of complaint.

So far the working of the Bureau and Military Commissioner machinery together has been harmonious in my Sub District.

The military commissioner seems desirous of affording every protection to all classes and to be willing to co-operate with Bureau officers in all matter
