Respectfully returned. My reasons for recommending this change to take effect on the 1st of July are 
1st. The Teacher of the Freedmen's School at Warrenton, "Mr. Morse", thinks it necessary to have the presence of a Bureau Officer there until the end of the school session (the 30 of this month) as frequent demonstrations have been made against him & his school by the citizens, who are more prejudiced against the colored race than any where else in my Sub Dist.
2nd Mr. Smith has leased an office & Stable at Warrenton which by the laws of Virginia require (30) days notice before they can be given up.
3rd. I deem it necessary for Mr. S. to remain another month there, in order to enable him to become acquainted with the state of affairs around Warrenton, as the majority of cases of injustices to colored peoples have originated in that vicinity, which I consider the worst place in this Sub. Dist.
