Colonel:
On the 16th inst left this place on a tour of inspection through my division, and did not return until yesterday evening, I am, from a sense of duty to the whole colored population of my division, bully of the opinion that, where I am now located, I cannot do full justice to them all, and therefor would respectfully request permission to move my office to Middleburg, which town is situated nearly on the line between this and Loudoun County, and as near the centre of both as can be desired, By referring to the map you will readily see that it is the most accessible point for the colored people of the division, that there is, in the two counties
