We the undersigned Freedmen of Lexington and Rockbridge County do hereby declare and affirm that our lives are often in danger in the Streets and neighborhood of Lexington in the night time from attacks of Students and others  We also further declare and affirm that several of our number have been murdered and dangerously wounded by white men and Students during the last year and we do not know of one white man having been brought to trial much less convicted   We believe that in important Criminal cases between whites and Freedmen we cannot obtain justice from any jury through prejudice and respectfully petition implore and pray that we may be protected in our lives and liberties by the presence of United States Troops
