Respectfully returned to the Assistant Commissioner, Bureau R., F. and A.L., District of Virginia.
Cases that are properly brought before Military Commissioners will meet with promp attention. Military Commissioners will be governed in their action by orders heretofore issued giving them authority over cases and power to act. 
In order that no unnecessary interference may be exercised or expenses incurred, it is thought best that the proper channels of communication should be observed, and that, as a general rule, investigations should be made upon instructions from these Headquarters, except in cases of Emergency, of which the Military Commissioner must be the judge.
