freedpeople in Loudoun may through fear be induced to vote against their best interests.

The schools in that county are in 'fair' condition but will close for the summer vacation in the latter part of this month, they have been productive of much good in the time they have been in operation.  The freed people are generally in easy circumstances, making a good living, and are as a general thing forming 'good reliable' citizens, they have many friend's among the whites in the county, mostly among the Society of Friends, but their friends are unluckily in the minority in the voting population, and they are thus debarred from securing any of the officer's of the county, in favor of their elevation and improvement, consequently without some outside support, and the exertions of their friends politically they cannot rise above their former level.  Intemperance has no general hold among them, they are far more temperate in the use of intoxicating liquors than the whites in proportion to the population.
