his books and papers and found them kept in accordance with the Bureau Manuel, Lieut Chase is very energetic and is much interested in his duties, he reports that the freedpeople in Prince William and Fairfax Counties, are doing well and are employed at good wages.  The feeling between the races is good.

On the 18th inst, I visited Warrenton, Fauquier Co. Hd-Qrs of S.B. Smith A.S.A Com'r, his books and papers I found properly kept, and I consider him a very efficient officer, he complains of the bitter feeling between the whites and the freed people on account of their political sentiments, the Blacks are industrious but complain that they cannot get justice done them by the civil courts; While there I investigated the case of the colored man named Brown who died from the effects of a wound upon his head caused by a stone thrown by the son of Mayor Bragg. (Evidence taken before the Coroners Jury forwarded to you on the 17th)

I am of the opinion, upon investigation that if the white man instead of the black man had died from injuries received in this fight, that the colored man would now have been in jail awaiting his trial for Manslaughter.  As it is no action has been taken since the
