with their families in and around this city since the war renders it exceptional to the Sub District and the duties of the A. S. A. C. and Bureau Surgeon have consequently been arduous. 

In my former report I anticipated the opening of the tobacco factories. But so far nearly all remain closed. This in connection with dull business, gives the laborer little chance for supporting his family. In view of this I recommended the continuance of the Bureau Surgeon here during the summer, as I find the procuring of medical attendance of the laborer of more difficulty than bread. 

I directed the non-issue of rations after April 30th in this city notwithstanding the impoverished condition of City and County Treasuries and the destitution prevalent, because I regarded the destitute as capable of securing some kind of support without drawing govt. aid. But the physician can hardly be dispensed with. 

The complaints in regard to non-payment for services rendered have been much less
