at these high rates, Mr. Fernald urges the issue of govt. rations. But though willing to admit the dearth of provisions yet I cannot at this season of the year recommend such issue, as to avail much it would necessarily require to be general and therefore entail extraordinary expense. While I firmly believe in the propriety of compelling all but the sick "to scuffle" for a living in the season of vegetables

Mr. Fernald's papers and records remain in fine condition 

He reports the civil authorities as caring well for their paupers

No schools were in operation in the Division during the Quarter. 

In Division No. 4 Bedford and Botetourt Counties Mr. I. F. Wilcox has relieved Mr. B. F. Shaum during the Quarter. The change has been for the better as I regard Mr. Wilcox as more competent.  

The schools have been as flourishing as during any former Quarter.
