Little or no complaint of destitution in either County while the demand for labor has been good

The paper & records of the division are in good condition

In Division No. 5 Rockbridge Bath and Alleghany counties Douglas Frazar in charge I found general matters quiet and progressing favorably. Little or no destitution, much demand for labor, Bread stuffs at fair rates and a general appearance of industry and thrift among the blacks 

The schools in Lexington appeared as flourishing as during the winter  Mr Frazar has had during the Quarter much personal trouble with the citizens in consequence of certain unofficial actions in town of Lexington. At one time the feeling was very bitter against him and led finally to the sending of a company of troops there by General Wilcox in order to repress any exhibition of violence by the students towards Mr. Frazar or other officials at that point
