His difficulties originated in his making a speech to the colored people. Outside of occasion chosen which was a conservative political meeting and therefore a questionable place for a Bureau Officer to be or to make a speech, I regard him as having done nothing not worthy of official support. The feeling against him is subsiding daily. Troops will probably be kept at Lexington during the fall and winter. 

Mr. Frazar's records and papers are in excellent condition. He evinces much ability in the discharge of his duties

Threats were made at one time, by certain parties against the colored man in charge of the school at Lovingston Depot, Nelson. Co. I directed the Lieutenant to investigate in person. He has Effected complete settlement
