of the difficulty and has received the assurance that the school will not in future be disturbed 
 
Though without experience in Bureau matters Mr. Nesmith evinces much ability in the discharge of duty and will soon I think be able to handle the business of his division in very creditable manner

The separation of his division from that of division No 1 is of very much assistance to Mr. Wilson and will necessarily lead to more complete discharge of duty. 

In conclusion I would say that political matters engross much time and attention of the blacks in my sub District. Regarding the constitution as their great boon of freedom and rights, deepest interest is felt by them in all matters pertaining to it.  Still there is not so much neglect of work in order to attend political meetings as might be supposed under existing circumstances  Yet there is I think a general determination to vote whenever opportunity offers
 
There is a general threat upon the part of the whites, to discharge all negroes voting for
