Respectfully forwarded, the colored people of Leesburg have been assured during the past two years, that if they would get the land and raise money toward the erection of a school house they would be assisted by the Bureau. They are becoming very much dissatisfied that the promises of the Bureau have not been fulfilled and I fear that their interest in education will flag and that the subscriptions already offered will be withdrawn if something is not done for them.  I therefore earnestly recommend that the within mentioned sum be appropriated to enable them to erect their building, and it is desirable that it should be finished by Oct 1 1868, as they have made arrangements to have a teacher and open school at that date, and if they do not get their building ready by that time they will not be able to commence their school as there is no other building in Leesburg they can obtain for that purpose.
