It has been reported to these Head Quarters that on account of the distance to Lynchburg "the freedmen of Appomattox County choose rather to submit to maltreatment, than to undertake to obtain justice in the Bureau, where it can alone be had." For this reason, the Bvt Brig Genl Asst. Comr directs that, you report, if it would be expedient for the A.S.A.C. to speed one half his time in Appomattox Co, or to remove his Head Quarters to that point, or such regulations as you deem preferable for the correction of the evil. An early response is desired.
