I have the honor to submit the enclosed paper for your consideration and approval or dis-approval There has been so much unavoidable difficulty connected with the location of the Bureau schools at Camp Schofield that I have deemed it as imperative to recommend a change especially so since the school Barrack needs many repairs as a school house. In recommending this change I do not wish to surrender the Barrack to the military: desiring to retain it for use of the Bureau as dispensary Quarters, for the A. A. Surgeon, Etc. The Church is centrally located is as large as any in the city and the Bureau school there will remove all conflicting interests arising from immediate proximity to your soldiery Very Respectfully Your obt Servt R S Lacey S.
