I have the honor to submit the following report in compliance with Circular No 5 series 1867.
During the Quarter the summer labors as in second Quarter have rendered Bureau matters very quiet and there is little change to note from the general tenor of last report.
In Division No 1 J. F. Wilson in charge no schools have been open in Lynchburg. But those in the country have been as well attended as at any other time and give evidences of increase in attendance of scholars and influence. There is notwithstanding the abundance of vegitables much complaint of destitution in the city of Lynchburg and much evidence of suffering and want during the coming winter. The city authorities extend only partial and 
over
