In compliance with Circulars No 5 & 13 series 1867 from Hd. Qrs Asst. Comr. District of Virginia, I have the honor to report that I have visited the various divisions of this Sub-District, and find that the books and papers of the officers in charge thereof are kept in the form prescribed by the Manual, and are in good shape, the condition of the freedpeople is in most cases in the rural districts good, very little destitution being found outside of the city of Alexandria; where there is always more or less, as the weather is mild or severe.
