a number of societies organized in this Sub-District with a considerable membership but their exact number I am  unable to obtain. The moral effect of having an officer of the Bureau in each county is very great, giving the freed people a feeling of security and furnishing them a means of obtaining advice in the formation of contracts &c, and in the settlement of a great many disputes, which they are often thus enabled to do satisfactorily, and without being forced to carry their petty grievances into courts of law.
